Ingredients
  • 3 c. flour
  • 2 c. sugar
  • 1/2 c. cocoa
  • 2 c. cold water
  • 2/3 c. oil
  • 1 tsp. salt
  • 2 tsp. vanilla
  • 2 tsp. baking soda
  • 2 T. vinegar
Directions Mix and blend cake ingredients. Fill cupcake pan 1/2 full with batter. Mix topping then fill cupcake with 1 T. cream cheese mixture.
